Building the tools and creating the culture for Outcomes Based Commissioning

This network was launched in 2008 as we travelled the country to meet practitioners, funders, commissioners and managers and to talk about the future of Monitoring & Evaluation.

Since then we've been hard at work developing plans for a new online platform that will support projects to more effectively capture the information they need to demonstrate impact whilst lowering the burden of data collection. Building on our experience over a number of years of developing SPRS - a project reporting system, we're starting from the ground up to build 'Substance Views' - a flexible framework and platform that not only helps projects record and report on what they have been doing - but which also helps in the move towards outcome based commissioning.

We welcome your continued involvement in this network, both to help us:
  • Test the ideas and technologies which the development of Substance Views will be based upon;
  • Explore the idea of outcomes based commissioning;
  • Learn from front-line experiences of recording and reporting on services; and commissioning new services;

Our goal is that, through this network, we can all gain a deeper understanding of the modern landscape of commissioning, providing, and measuring the impact of public services.
